The Gladstone City Council enacted Bill 25-20 as Ordinance 4.704, authorizing Unite Private Networks LLC, doing business as SEGRA, to use the city’s rights-of-way to construct, install, operate and maintain fiber facilities and authorizing the city manager to execute a rights-of-way use agreement.
Council member Spalo moved the bill through first and second readings and the council voted to enact the ordinance. The measure allows the company to place fiber infrastructure within public rights-of-way under terms to be defined in the rights-of-way use agreement executed by the city manager.
Discussion vs. decision: the council’s action was to authorize the rights-of-way agreement and permit SEGRA to proceed under municipal standards and the executed agreement. The transcript records no amendments to the ordinance during council consideration and no substantive public debate recorded on the matter at the meeting.
The ordinance was adopted by roll-call vote and recorded as enacted during the meeting; the clerk recorded "Aye" votes for attending council members.
