Gladstone approves $1.1 million mill-and-overlay contract and related street and water work

The Gladstone City Council on July 14 approved multiple public-works contracts and a change order covering street maintenance and water-main replacements.
The council adopted resolution R-25-42 authorizing the city manager to execute a contract with Metro Asphalt Incorporated not to exceed $1,099,838.40 for the FY26 mill-and-overlay program (project TP2606). Mayor Pro Tem Moore moved for adoption; the motion carried with members voting "aye." "I move for the adoption of resolution r dash 25 dash 42," Moore said.
The council also approved resolution R-25-41 to contract with Vance Brothers LLC in an amount not to exceed $144,973 for the FY26 intermediate maintenance program (project TP2603). At the July 14 meeting a motion was made to approve R-25-41 and the motion carried on voice vote.
Separately, the council approved resolution R-25-40, authorizing change order number 5 in the amount of $45,500 to the contract with Lynneweaver Construction Incorporated for FY25 water-main replacements (project WP2587). Councilman Nave moved to approve R-25-40; the motion passed on voice vote.
Council members recorded no dissent during the motions; each item passed after a motion and second and the council called for votes with the clerk recording "aye." The meeting transcript does not show detailed discussion or funding-source breakdowns for the contracts during the July 14 session.
