Board approves TAP agreement for Harry S. Truman Trail enhancement; staff says existing bridge substructure may be reused

The Grandview Board of Aldermen voted Aug. 12 to authorize a Transportation Alternatives Program (TAP) agreement with the Missouri Highways and Transportation Commission to use federal funds for the Harry S. Truman Trail Enhancement Project.
Alderman Maloney asked whether the project scope could change after the agreement and whether reuse of existing bridge materials would be eligible for reimbursement. City staff member Athena responded that the TAP grant covers a pedestrian path and the bridge over the creek, and that the city "wanna reuse 1 of the old bridges that we have, the old bridge's substructure" for the required foundation. Athena said if reuse is not feasible, the city will "acquire a new pedestrian, metal bridge to put on it." She added that the grant can apply whether the bridge installed is new or reused.
The ordinance (bill 7861) was placed on first and second readings and then advanced to final passage. Roll-call votes recorded Alderman Randolph, Alderman Turnbaugh, Alderman Rousey, Alderman Maloney and Alderman Kendrick as voting "Aye" on the measure. The bill became Ordinance No. 7,598.
The TAP agreement will fund the pedestrian‑path project components; staff indicated the final bridge approach will depend on site engineering and condition of the existing structure. The board did not specify a construction timetable during the meeting.
