Grandview adopts fiscal 2026 budget; aldermen and staff note amendments likely

Alderman Maloney thanked staff for their work in preparing the budget and asked specifically how a pending contract with the fire department will be reconciled with the adopted document. Maloney said: "I know that we don't have a finalized contract with the fire department yet, but we're setting our budget. So once we have a contract with the fire department, how do we go back and, adjust the budget?"
City staff member Kurt responded that the budget contains assumptions, including an inflationary increase, and explained the typical process: "Normally, in your budget process, you amend the budget every year because this is just an estimate. At the end of the year, we true up the numbers, and it becomes the final numbers. Then we adjust all of those line items to actual dollar figures. So amendment is gonna happen."
Public comment at the meeting also raised concerns about the way the city's budget information was presented to the planning commission earlier: a resident told the board he had seen a budget report without comparative year-to-date percentages and said that made it harder to judge whether spending was on track. The mayor said staff will follow up and provide the requested third-quarter numbers and clarifications to the commenters.
Decision: Bill 7,868 was placed on second reading and enacted on final passage; the ordinance was assigned number 7605.
What happens next: Staff indicated the city will amend the budget as actual contract terms and year-end figures are finalized and will provide additional quarterly detail to members of the public who requested it.
