KIRKWOOD, Mo. — The Kirkwood City Council approved an ordinance on first reading amending the special-use permit for a medical marijuana facility and accessory drive-through at 10855 Manchester Road, after council discussion of statewide legalization and patient access.
A councilmember framed the vote with background on Missouri ballot measures that legalized medical cannabis in 2018 and recreational cannabis in 2022, and cited federal health research supporting medical use for conditions such as chronic pain and chemotherapy‑related nausea. “Medical marijuana certainly deserves substantial additional research, but there is definite evidence that there are benefits to certain patients,” the councilmember said.
The ordinance (Bill 11083) would amend the special-use permit for the existing facility, subject to conditions. Supporters on the council argued that regulated, licensed businesses offer safer, tax-paying outlets for consumers and can reduce unsafe street sales.
The council voted by roll call to approve the item as presented (Mayor Gibbons; Jack Sedick; Lizzo; McLean; Reinecker; Schaeffer; Zimmer — all voting yes). During debate the speaker noted competition from other local dispensaries and said an extended closing hour would help level the market; the councilmember indicated support for a 9 p.m. closing time (the petitioner had sought 10 p.m.).
No amendments or conditions beyond the staff‑recommended language were recorded at the meeting. The ordinance will return for a second reading under the council’s schedule.
