Resident urges rules and enforcement for adult cyclists, e-bikes and scooters on sidewalks

During the public-comment period on Aug. 4, 2025, a resident raised safety concerns about adults operating bicycles on sidewalks and about electric scooters and motorized bikes ridden by minors at high speeds. The speaker said Illinois law gives bicycles many of the rights of vehicles and argued bicycles should be ridden on streets, not sidewalks, citing frequent close passes and a near-miss risk for pedestrians and dogs. He asked whether the village could require warning devices such as bells or horns on bicycles to alert pedestrians when bicycles approach from behind. The speaker also described seeing electric motorbikes traveling at estimated speeds of 25 to 30 mph and said he feared serious injury to children riding them. Clerk Brady read rules for public comments and the board listened; trustees did not answer questions during public comment. The resident said he contacted the police department, which told him it currently has no rule prohibiting adults from riding on sidewalks. No staff or board action was taken during the meeting; the comment was recorded as part of citizen concerns and comments.
