The Urbana City Council on July 14 approved multiple consent-agenda items and a community-services subrecipient agreement for the Dream Believers Program.
By roll call the council approved Resolution No. 2025-07-059R (highway authority agreement for 901 West University Avenue), Ordinance No. 2025-07-022 (Urbana Free Library expansion cooperative-agreement amendment), Ordinance No. 2025-07-023 (special-use permit for 1204 South Lincoln Avenue, hostelling use), and Resolution No. 2025-07-060R (acceptance of an IDNR certified local government historic-preservation grant, agreement CLG25007) as part of the consent agenda. Council members moved the consent agenda, the clerk called the roll, and the measures were approved.
The council then moved to the regular agenda and approved Resolution No. 2025-07-061R, a subrecipient community services grant agreement for the Dream Believers Program. "I deeply believe in the work that Dream does," Council member Jaya said, while also urging a consistent process for supporting community partners. "I will be voting as present," Jaya said, explaining the vote signaled support for the program but concern about process uniformity.
A council member asked that one consent item (identified as "item e" during the meeting) be removed from the consent agenda and presented as a regular item; that request was granted and the council proceeded to vote on the remaining consent items and the Dream Believers subrecipient agreement.
