Council approves rezoning of 634 Fremont to allow apartments

The Lebanon City Council on Aug. 11 approved an ordinance rezoning two lots at 634 Fremont from RS‑1 (single‑family residential) to RS‑2 (multifamily residential), a change staff said is required for apartment development at the address. Christina, a city planning staff member, told the council, "This is the proving of a rezoning of 2 lots located at 634 Fremont from RS 1 to RS 2. In order to have apartments ... we have to be rezoned to our RS 2 district." Councilmembers approved the ordinance on first and second readings by roll call; the second reading passed with unanimous voice and roll‑call affirmation. Councilmembers also discussed follow‑up hearings and a final plat process related to the site, including a planned final plat that will address fencing and other site details and will return to the planning process for notification to affected parties. During the meeting, a councilmember asked whether additional hearings were needed for platting and fencing; staff said the final plat would address the fence and that affected neighbors would be notified. The rezoning ordinance will amend the city zoning map to permit multifamily housing under RS‑2 zoning rules and will be effective as provided in the ordinance text.
