Council approves stormwater study for Atchley Park and Goldenwood area including pond feasibility work

Lebanon’s City Council on Aug. 25 approved a task order with Olson (task order number 53) for professional services to study stormwater improvements in the Atchley Park and Goldenwood area.
Staff described the scope as geotechnical borings, survey work and hydrologic analysis to evaluate the feasibility of constructing a permanent pool pond (estimated 15–20 feet deep) with additional stormwater detention capacity. The work will investigate soil suitability, potential collapse risk, and the size of pond needed for incoming flows.
Staff said the study is intended to determine whether the soils and hydrology can support a permanent pool and, if so, to lay the groundwork for later design and construction. The task order carries a 60–90 day expected timeline for initial results.
Council approved the task order on first reading and later recorded the second reading; staff noted follow-up design work would proceed only after the geotechnical and hydrologic results supported a constructible solution.
Parks staff spoke informally about potential amenities if the pond proceeds, including a fountain and water-pumping features that could feed other park ponds, but emphasized that such features are contingent on the technical results of the study.
