City IT staff told the Kirksville City Council study session that desktops and laptops were replaced this year, new time and recreation software were implemented, and the department plans a website procurement and phone-system improvements for 2026 while monitoring municipal AI tools.
A staff member said, “We did replace all of the desktops and laptops for city use,” noting the replacements are part of a five-year refresh cycle. The council heard that the city implemented Tyler time-and-attendance software that integrates with payroll and replaced RecPro with DaySmart Recreation for Parks and Recreation.
Why it matters: upgrades can improve security, user experience and service delivery. Staff said the current website contract expires in June and that Austin is leading a website options review and will present an RFP for possible budget inclusion. Staff also discussed interconnecting outlying facilities with voice-over-IP and, on a longer time horizon, fiber to connect backups and begin to explore municipal AI tools that could assist with call routing, data for events (e.g., Placer.ai) and other operational tasks.
Council members asked about user issues during software implementations. Staff acknowledged “hiccups” and described specific operational workarounds for parks and recreation transactions, and said Tyler Technologies support was generally responsive. Staff emphasized that any AI-generated outputs must be reviewed by employees before use.
Discussion only/directions/formal action: staff asked council to flag any items it did not want included in the 2026 budget. The council did not make formal budget decisions at the study session.
Ending: IT will return with RFP details for the website and continue to evaluate phone interconnection options, long-term fiber planning and potential AI platforms; staff asked council for feedback prior to final budget preparation.
