The Raymore Planning and Zoning Commission on Aug. 5 voted to forward Case No. 25025, the Cunningham at Creekmore Fifth final plat, to the Raymore City Council with a recommendation the council approve the 36‑lot subdivision.
City planning staff recommended the commission accept the required findings of fact and forward the final plat recommendation to council. "Staff has confirmed that all findings of fact have been met and recommends that the Planning and Zoning Commission accept the proposed findings of fact and forward case 25025 Cunningham at Creekmore Fifth final plat to the City Council with the recommendation of approval," Mr. Montgomery, city planning staff, told commissioners.
The proposed final plat covers 13.67 acres in the northeastern corner of the Creekmore planned unit development (PUD) west of North Madison Street and would yield 36 lots at about 2.63 units per acre. Steve Wurger, representing Cooper Land Development, said most lots would be lakefront along the east finger of the Creekmore lake, with a small number not directly on the shoreline.
Commissioner Kia moved that the commission accept staff’s findings and forward the final plat to the City Council subject to two conditions outlined in the packet; Vice Chair Fizer seconded. The commission voted unanimously to approve the recommendation (8 yes, 0 no). The two specific conditions were described in the meeting packet and were not read into the record at the commission meeting.
The staff presentation noted the proposed layout is generally consistent with the preliminary development plan and the city’s future land‑use map, and that prior Cunningham plats were previously approved on Feb. 25, 2019 (third plat) and Dec. 9, 2024 (fourth plat). No public comment was offered at the Planning and Zoning Commission meeting on this item.
The City Council will take final action on the final plat; the commission’s vote transmits a recommendation to the council but does not itself adopt the plat.
Details provided at the meeting: the plat area is 13.67 acres; 36 lots; density approximately 2.63 units per acre; most lots adjacent to the east finger of the development lake. The packet identified two conditions for approval (not specified verbatim at the hearing).
