Urbana commission approves EEO recertifications; members question workforce changes at Carle West

The City of Urbana Human Rights Commission approved a set of EEO recertifications on Aug. 19 and certified workforce statistics for several local employers, while commissioners raised questions about substantial employee losses reported by Carle West Physician Group.
The commission accepted automatic two-year recertifications for Barber and De Atley Incorporated; the Envision Group Incorporated; Specialty Commercial Flooring; Chris and Company Incorporated; and Wingull Construction Incorporated. The commission then voted to certify workforce statistics for a second group of employers, as presented by staff: Carle Care Incorporated (2 years); Carle West Physician Group (2 years); Deuce Construction Company (1 year); Farnsworth Group (2 years); Pipeworks Incorporated (1 year); Carle Foundation doing business as Carle Hospital Foundation (2 years); and Tyler Technologies (2 years). The certification motion was moved and seconded and carried with an "Aye" vote recorded.
Commission member Shalini Smith questioned why Carle West's numbers showed large losses. "I think it was about, like, 280, you know, female employees all total, and then they lost over 100. They hired, I think it was, like, 77 back," Smith said, noting the scale of the change raised questions about the reported figures.
A staff member responded that the numbers for Health Alliance were not reflected in the statistics being certified and explained the reasoning for not requiring an update from Health Alliance: "I don't believe that Health Alliance numbers are reflected in this. Health Alliance did, offer to submit an update, and it was determined that since their contract with the city is ending and they have had repeated 2 year, approvals in the past, that they did not need to go through a process for just the brief time that they're gonna remain with the city and their contract for the remaining months is under the normal threshold for recertification as well." The staff member said that explanation related to contract status rather than the underlying workforce numbers.
Commission discussion noted possible administrative reasons for fluctuations in workforce counts (seasonal hiring by construction firms, contract transitions for healthcare providers) and a desire for more detail when large numerical changes appear in submitted EEO reports. The commission did not reject any of the submitted certifications but approved the certifications as presented at the meeting.
