Rock Island council adopts short-term moratorium on new homeless services, amends end date to Oct. 13

The Rock Island City Council approved a resolution on the moratorium of new homeless-related facilities — including boarding houses, congregate living facilities, detoxification facilities, food pantries, emergency shelters, halfway houses, soup kitchens and transitional housing — and amended the end date to Oct. 13, 2025.
The action follows a lengthy public comment period in which service providers, health-care leaders and residents urged the council to reconsider or to clarify the measure’s scope. “I urge the city council to vote against the proposed moratorium and to show compassion for non profits that are lifting the quality of life for fellow human beings,” public commenter Steve Scranton told the council.
City staff described the moratorium as a temporary pause to allow the city to write a licensing and regulatory ordinance. “This is talking about new boarding houses, not those currently in operation,” a city staff member said during the discussion, adding the intent…
