Council extends engineering timeline for ARPA‑funded stormwater design to 600 days

The Carl Junction Board of Aldermen voted Aug. 19 to approve Modification No. 1 to the city’s agreement with Allgaier Martin and Associates to provide professional engineering services for a stormwater improvement project using Missouri Department of Natural Resources ARPA funds.
The modification extends the time allotted to submit final design and contract documents from 365 days to 600 days and requires an updated opinion of probable project cost. City staff said the firm requested the extension because the project’s size has required additional work to secure easements and determine final alignments. Staff told the council the revised schedule remains within the DNR ARPA program’s funding cutoff and will allow the city to assemble a bid package if funding is approved.
Council advanced the ordinance through first, second and final readings at the meeting; the measure passed by electronic vote with eight affirmative votes and was recorded as Ordinance No. 5558. The council authorized the mayor or city administrator to execute Modification No. 1 on the city’s behalf.
City staff characterized the change as administrative and driven by the project’s complexity rather than an increase in professional fees read into the record; the modification’s principal effect is to extend the design deadline so the city can complete easement negotiations and final cost estimates before advertising the project for bids.
Next steps include continuing easement negotiations, completing final design documents and, contingent on ARPA/DNR funding, putting the project out to bid.
