Carl Junction approves $150,114 change order to extend West Briar Brook stormwater project

The Carl Junction Board of Aldermen voted Aug. 19 to approve Change Order No. 1 with Elements Construction Concepts Inc. to extend the West Briar Brook Lane stormwater drainage ditch project, adding $150,114 to the contract and 30 days to the contract time.
The change order increases the project total to $318,114 and authorizes the mayor or city administrator to execute the change order on the city’s behalf. The ordinance framed the work as extending a paved ditch, adding slope protection and lengthening a cart path as part of the stormwater improvements.
City staff described the work as more extensive than the short title used in the ordinance: it will extend the drainage ditch under West Briar Brook Lane all the way through part of the adjacent park, removing silted material so water will flow into Briar Brook and then behind nearby houses. Staff said the change was required because DNR, in connection with American Rescue Plan Act (ARPA) funds administered through DNR, requested the more extensive work for the project to function as intended.
Aldermen asked whether ARPA funding covered the additional cost; staff said the ARPA funds available to the project cover the change order. The ordinance was advanced through first, second and final readings during the meeting; council approved final passage by voice/electronic vote with eight affirmative votes, and the measure was recorded as Ordinance No. 25 27.
Council members said the added work addresses a chronic drainage problem in the area and will tie into an existing sewer lift station and extended sewer main; staff noted that water main work in the area was previously installed to serve the existing houses. The additional slope protection and channel work are intended to reduce localized flooding behind residences and improve flow through the park corridor.
The board authorized the mayor or city administrator to sign the change order and proceed with the extended scope. Elements Construction Concepts will add the paved ditch, slope protection and cart‑path extension as described in Change Order No. 1.
