Staff said pipe casings and monitoring plans are ready and that the contractor is committed to completing the work in a short span once railroad requirements are met. The project team is coordinating with the grain elevator operator because heavy truck movements there could conflict with open excavations; staff noted the work could last several days and may require short, planned access restrictions to certain business entrances while heavy equipment is operating.
Most concrete and paving work is finished; remaining items include two small concrete pads and painting crosswalk markings once an ITD permit is issued for crossings across the state highway. Staff told the council they will confirm the contractor’s specific week and the staffing for rail observation as soon as the railroad and contractor finalize the plan.
