Recreation department plans seasonal ice rink; council supports purchase from current recreation budget

Recreation staff reported that the department has secured partial funding and donations for a seasonal outdoor ice rink, confirmed a new assistant hire (Amber Martin starting Monday) and asked the council to approve purchase and set‑up from remaining recreation funds. The city has received a $500 donation from Idaho Central Credit Union and indicated the Rotary Club pledged support; staff said the rink kit includes straps and a tarp, and the department is vetting long‑term storage, set‑up and maintenance plans.

Staff described a modest operating plan: volunteers and Rotary members will help maintain the ice daily, the department expects about one to two hours of set‑up time (shortened with an additional assistant), and plans include free community skate nights, pickup hockey and possible youth clinics. The recreation director said a Zamboni is under consideration but the immediate plan is to use a makeshift grooming approach and donated equipment to keep costs low. Council members urged staff to use available budget allocations for the rink this fiscal year and praised local fundraising offers.

The council did not record a separate ordinance or appropriation but staff confirmed the purchase can be made within the department’s current 2025 budget allocation; staff will report back with final procurement details and a small operational plan covering hours, volunteer training and storage. The council also asked staff to coordinate lighting, storage and ice‑maintenance equipment to maximize the rink’s useful life.
