City staff and the Planning and Zoning Commission presented a substantial draft amendment to the municipal zoning code covering updated definitions, permitted uses and home-occupation standards. Planning and Zoning recommended the changes for approval, but council members asked for additional time to ensure revised definitions work consistently throughout the code.
Staff said the update modernizes outdated terminology and addresses uses such as boarding houses, home occupations and other categories that lacked clear definitions. Council members noted short-term rentals are governed by state law and said local regulations can limit or regulate but not prohibit certain uses, citing a general state-level preemption principle discussed at the meeting.
Because the amendment touches multiple code sections, councilors asked staff to check cross-references and possible downstream impacts before voting. The council scheduled follow-up consideration at its August 6 meeting so members have time to review the full packet and coordinate any substantive changes with Planning and Zoning.
No final vote was taken; staff recommended returning the draft with any council edits to Planning and Zoning for a second public hearing if the council requests substantial changes.
