Commission approves zoning-text amendment to allow EIFS as primary facade material in C-1 and C-2 districts

The Planning and Zoning Commission voted Sept. 2 to recommend amendments to the zoning code — specifically sections 4.15.12(f)(2) and 4.15.13(f)(2) — to permit Exterior Insulation and Finish System (EIFS) as a primary facade material in the C-1 and C-2 commercial districts.
Amy reported the change follows a review that found most existing storefronts in the C-1 district already include EIFS, and that the director had been approving EIFS administratively when the code did not explicitly allow it. The proposed amendments bring C-1 and C-2 into parity with other nonresidential districts where EIFS is already allowed as either an accent or primary material, which would reduce the number of site-plan reviews required for such projects.
Commissioners asked about EIFS appearance and durability; Amy and Commissioner Voorhees described it as a foam-board system with a plaster-like finish intended to mimic concrete or stucco. The motion to approve the text amendment passed by roll call.
If adopted by the Board of Aldermen, the amendment will make existing EIFS storefronts conforming and allow future applicants to use EIFS as a primary facade material consistent with the code provisions in similar commercial districts.
