Staff described the project as occupying the eastern portion of the tenant space formerly used by Gordmans/Dick’s Sporting Goods, with Planet Fitness taking the western space. Goodwill will create a branded storefront and a rear donation drop-off lane and parking lane; staff advised the petitioner submitted flow diagrams and has coordinated with the Fenton Fire Protection District. Amy, presenting the case, recommended conditions that the drop-off and vehicle queuing areas be properly striped, that donation drop-offs be accepted only during business hours to avoid accumulation outside, and that any minor site-plan changes required by Fenton Fire Protection District may be administratively approved by the community development director.
Jason Ryback, representing Goodwill, said the change of location occurred after a lease clause at the previously approved site prevented the move; he described the rear drop-off area as sufficiently wide for vehicles to pass and for safe donor circulation. Bill Applebaum, representing property management, said the shopping center enforces stringent signage standards and would vet any sign proposals.
The commission’s approvals include these conditions read into the record: SUP is solely for MERS Goodwill at 685 Gravois Bluffs Boulevard as shown in the Aug. 4, 2025 plans; municipal zoning approval and St. Louis County building permits are required for tenant improvements; a separate site-plan review will be required for the exterior remodel and storefront; occupancy permit required prior to occupancy; donation drop-off and vehicle queuing areas must be striped and marked for one-way flow; donations accepted only during business hours with no exterior accumulation; and compliance with all City of Fenton codes and ordinances. The motion to approve the SUP and the site plan passed by roll call vote with the commissioners voting aye.
Goodwill must obtain the required county building permits, city occupancy permit, and complete sign permitting for the new storefront before opening. The petitioner also agreed to install surveillance and signage to manage donation traffic and discourage illegal dumping around the rear service/dumpster area.
