Fenton aldermen approve pavilion repair change order, vote to seek up to $350,000 grant for Budweil Park Annex

A majority of the Fenton Board of Aldermen agreed Thursday to forward to the full board a third change order for repairs at the Budweil Park pavilion and to pursue state construction grant funding for phase two of the Budweil Park Annex.
The move matters because the phase-two work would add a pavilion, restrooms and Americans with Disabilities Act connections to the Annex and carries an estimated total cost of about $900,000; the Missouri Parks Grant Commission grant would cover up to $350,000. The pavilion change order would replace deteriorated cedar railings with metal pipe railings, extend a gray NECA paneling finish, and treat and stain headers damaged by carpenter bees, officials said.
At the Parks and Recreation Committee meeting, Alderman Hills said phase two “is going to include now the pavilion, the bathroom, the ADA connections between them” and that much of the cost is site work and signage. Hills said the grant application requires a resolution from the board approving the city’s application; the grant deadline discussed at the meeting is in August. Hills moved to forward the grant application to the board meeting; the motion passed by voice vote.
Separately, the committee reviewed three proposed change-order items on the pavilion: continue NECA panels into the original pavilion, replace two openings’ cedar railing with pipe railing, and treat and stain headers with carpenter bee damage. Committee discussion focused on long-term maintenance and appearance: members noted pipe railing will last longer and reduce ongoing maintenance from wood rot and insect damage. Alderman Jokers made a motion to approve the third change order and Alderman Hills seconded; the motion carried by voice vote.
Committee members discussed budget impacts. One member said the original pavilion project budget had been $75,000 and estimated that after additional change orders the total would approach about $92,000, a shift that could trigger prevailing-wage rules; staff said prevailing wage already applied where required. Members also discussed unfinished concrete and final steps needed to complete ADA connections.
Design for Phase 2 is reportedly underway, with staff expecting to put the work to bid in late summer. If the board approves applying for the Missouri Park Grant Commission construction grant, staff will present the required resolution at the board meeting.
The Parks and Recreation Committee recorded no final contract award at the committee level; both the grant application and the change order were forwarded to the full Board of Aldermen for final action.
