Community development staff presented a combined zoning code amendment that consolidates three previously studied text changes to align the zoning code with the city’s recently adopted comprehensive plan. Staff explained the package would create two new residential districts (Nonurban and R‑5 Planned Residential), simplify Old Town district titles to reflect commercial character, and combine OT‑1 and OT‑5 into a single Old Town district. Staff said properties that remain under St. Louis County zoning could be rezoned in the future to a compatible city zoning district and that combining OT‑1 and OT‑5 would require rezoning of properties currently labeled OT‑5; those rezoning cases will be considered in forthcoming agenda items. The amendment would also remove “construction equipment dealer” as an allowed use in the combined Old Town district because staff said it does not fit the small‑scale commercial character. Planning and Zoning recommended approval of the text amendment package; staff noted the comprehensive plan was adopted in December 2023 and the amendments implement plan objectives. The item will be forwarded to the board for public hearing and formal action on the rezoning cases.
