Fenton staff continue review of finance/permits software; contract pacing could mean yearlong implementation

City staff told aldermen Sept. 4 that a proposed replacement for the city’s current permitting/finance software will take approximately nine to 12 months to implement, and that attorneys are negotiating contract language. The committee asked staff to forward the contract to the board for ordinance approval when negotiations conclude.
Finance Director Tammy Allsup and City Administrator Nikki Finkmeyer told the committee staff had received vendor responses to questions about data backup and security. Because implementation is lengthy, staff said the city may have an overlap year in which both the current vendor (Pennimation) and the new vendor are licensed. The vendor and the city are negotiating contract terms, and staff asked the committee to expect a formal contract on the board agenda when counsel completes review.
The committee approved a motion to forward the item to the full board; aldermen were told to expect the implementation timeline and a possible budget roll‑over in next year’s budget for licensing and changeover costs.
