Sherwood — The Sherwood City Council on Sept. 2 adopted Ordinance 2025-004, amending the city’s Zoning and Community Development Code to add chapter 16.81 (annexation code) and to amend chapter 16.72 (procedures for processing development permits). The council approved the ordinance by roll call after a second public hearing.
The ordinance requires that the city’s Planning Commission review both type 4 (quasi-judicial) and type 5 (legislative) annexation requests and forward a recommendation to the council. City planner Eric (staff) summarized the amendment as the only change since the first reading, saying the change “was made to the code, but no other changes” were proposed at this hearing.
The ordinance drew brief council comment repeating points made at the first reading, with members describing the change as a way to provide certainty to developers and to the city as Sherwood grows. Councilors emphasized the amendment is intended to align annexation practice with the Sherwood West concept plan and to give both the city and developers clearer expectations about development outcomes.
The council moved and seconded adoption of Ordinance 2025-004 and conducted a roll-call vote. The record shows the following votes: Councilor Stankey — Aye; Councilor Giles — Aye; Councilor Scott — Aye; Councilor Mays — Aye; Council President Young — Aye; Mayor Rosner — Aye. One councilor was absent. The motion passed and the ordinance was adopted.
On the consent agenda earlier in the meeting the council also approved Resolution 2025-562, appointing David Du Bois to the Sherwood Police Advisory Board; that resolution was approved as part of the consent agenda without separate public comment.
City staff noted this was the council’s second hearing on the amendment; the ordinance can be decided at the close of this hearing or continued, and the council elected to adopt it after the staff presentation and brief council remarks.
Following the vote the council moved to other business, including manager and council announcements.
