Commissioners said the continuance will allow city staff to finish coordination with Metro and to incorporate feedback already received from nonprofits and stakeholders. Planning staff told the commission the project is a legislative code amendment and that the city, as applicant, prefers to resolve Metro’s comments before bringing a final packet back to the commission.
Planning staff said the work with Metro has produced improvements to the draft code and that there is no pending developer application tied to an immediate need for the code change. “This is a legislative code amendment,” a member of planning staff said during the hearing, adding that the city is the applicant and that staff prefers to address Metro’s questions before an evidentiary hearing. Chair Sampson noted that public testimony already submitted has been entered into the record and “will be addressed as part of the public hearing on this application whether that hearing is conducted tonight or at a later date.”
Commissioner Talatsoff moved to continue LU2024018PA to July 22, 2025; the motion was seconded and carried. The record shows the motion carried with all present commissioners voting in favor and two members absent. The planning commission will receive a staff report at least one week before the July 22 initial evidentiary hearing, staff told commissioners.
Background: the item is a city-initiated update to the annexation policies and is being reviewed for conformance with Metro code requirements; staff said the revision is intended to align local policy with Metro regulations and to incorporate stakeholder feedback.
