Sherwood council adopts updated fee schedule with staggered increases for some community rentals

The Sherwood City Council on June 24 adopted Resolution 2025-051, revising the city's fee schedule for a range of municipal services and establishing effective dates for changes.
Staff summarized fee categories used in the annual review: a standardized 2% increase applied across many fees (consistent with prior policy), previously approved larger increases for some SDC and Tourism Development Tax items, and specific adjustments to business license fees, police report and audio-copy fees, recreation and field-house team fees, player card fees, and Sherwood Center for the Arts rental rates. "I'm not going to go through a comprehensive list," staff member David said, but he noted the larger categories and invited council questions.
Councilors questioned details about timing for nonprofit users. Council President Sherry Young asked about the senior center increase schedule; David explained the increases are staggered to give monthly nonprofit renters time to plan, with an initial increase July 1 and a second step on Jan. 1, 2026. "Because this was mainly for what we call monthly rentals... we wanted to give people time to prepare for that and plan for that. So we're stair stepping it," David said.
The fee resolution also reflects limits on utility increases; staff noted water utility increases are capped by the same 2% policy. The public hearing received no written or oral testimony. A council motion to adopt Resolution 2025-051 passed by voice vote with no amendments recorded.
The adopted schedule updates several departmental fees; staff said some changes had been discussed previously in a work session and with the budget committee, and that new rates will apply to future bookings and transactions as specified in the resolution.
