Sherwood council approves supplemental budget to buy Sherwood West park land using Parks SDC funds

The Sherwood City Council voted June 24 to adopt Resolution 2025-049, a supplemental fiscal-year 2024–25 budget action to fund purchase of land identified by the city for a future park in Sherwood West using Parks System Development Charge (SDC) funds.
City staff presented the request as a statutory supplemental appropriation to place restricted Parks SDC funds into the acquisition. "Pursuant to Oregon statute, municipalities can make, can transfer appropriations between existing categories during the budget year," staff member David said, and he described the proposed purchase and recommended council approval.
The supplemental budget matter was placed in a public hearing format; no written or oral testimony was received. Councilor Tim added a clarifying comment reiterating the limits on SDC use: "Those funds can't be used in the general fund," he said, and emphasized that the purchase is an allowable use of Parks SDCs.
After questions were closed, a council member moved to approve Resolution 2025-049 and a second was given. The council approved the resolution by voice vote; the meeting record shows a voice "aye" and the mayor declared the motion passed. The record does not include a roll-call tally for individual yes/no votes.
Because the funds used are restricted Parks SDCs, staff and council treated the item as an expenditure consistent with SDC rules rather than a transfer to the city's general operating fund. There was no public opposition recorded during the hearing.
The council's approval authorizes the supplemental appropriations needed to complete the acquisition; staff recommended the action and the council gave direction only in the form of the approval vote, with no further conditions recorded.
