Johnson County to partner with Spring Hill on 190th Street widening; county share capped at $150,000

Johnson County public works recommended Aug. 14 that the county enter an agreement with the city of Spring Hill to add widening and a left‑turn lane on 190th Street between Ridgeview Road and Renner Road, with county costs not to exceed $150,000. Jeff Vos of Public Works told the Board the Spring Hill project will add pavement on the east leg of the 190th and Renner intersection; Johnson County is designing a safety upgrade on 190th from Renner to Antioch that will require moving the intersection 10 feet north. Spring Hill agreed to include the county’s widening in its project so the intersection will be reconfigured once rather than twice. Spring Hill will administer construction and invoice the county for actual costs up to the $150,000 cap. Commissioners praised the collaborative approach and noted the project was identified previously in Spring Hill’s Safe Streets for All planning and in the city’s high‑risk network mapping. Commissioner Hansnick asked for a ballpark of the avoided cost; Vos said avoiding the second reconstruction will save roughly $150,000–$200,000 and that the larger savings come from avoiding costly Evergy utility relocations. Commissioners also confirmed Spring Hill will use a competitive process and invoice the county for actual costs. The board did not take a formal vote at the Aug. 14 agenda review; staff recommended the item be placed on the Aug. 21 agenda for formal action. Funding is available in the county’s cars reserve account according to staff.
