North Aurora board approves updates to adjudication and nuisance codes

On June 16, 2025, the North Aurora Village Board approved updates to the village's adjudication ordinance (Chapter 2.70) and to Chapter 8 of the municipal code addressing nuisances, including garbage, refuse and dead or diseased trees.

Nathan, a village staff member who presented both items, said the Chapter 2.70 revisions "will update to take care of all of the recent updates that the state has passed, and allow us a much more efficient process," including changes to notice periods and fine structures. He said the Chapter 8 revisions update definitions that in many places date back to 1965 and were inconsistent with the adjudication code.

Under the nuisance updates, staff clarified that garbage rules prohibit placing refuse bins in front of a residence, and revised the dead-tree provisions to explicitly include diseased trees while stating that property owners must remove a tree only if it is dead. Nathan told the board the changes were intended to align enforcement language and definitions with the new adjudication procedures the village adopted earlier on the agenda.

Both ordinance updates were presented for final approval after prior review at a committee of the whole meeting and were adopted by roll call vote. The roll call recorded affirmative votes from Trustee Christiansen, Trustee Curtis, Trustee Gaitley, Trustee Nejvesh and Trustee Salazar; the motions passed.

The adopted changes take effect according to the village's ordinance-adoption rules; staff noted the Chapter 8 revisions were intended to work in tandem with the updated adjudication procedures the board also approved at the meeting.

The board moved on after the votes to routine procurement and operational items on the agenda.
