Board’s building committee delays owner’s project manager recommendation for middle school

The capital facilities committee reviewed several proposals for an owner’s project manager to support the middle‑school project but did not forward a recommendation to the full board, members said Sept. 8. Committee members cited experience on staff and the cost of third‑party OPM proposals as reasons for postponing a recommendation.
Committee members told the board they reviewed a range of bids and found them “fairly significant and fairly wide ranging.” Board member Mr. Richardson said Mr. Cashman has prior experience and certification and that the committee judged retaining his services — supported by an assessment hired last year — a more prudent use of funds at this time. The committee considered whether to add a finance assistant to help manage billing on the project, but the full board did not approve additional staffing at the Sept. 8 meeting.
The middle‑school planning schedule remains active: the building committee planned to meet Sept. 10 to review updated cost estimates, value‑engineering options, cost and tax impacts, and other items. Board members are invited to attend that meeting; staff said Concord TV would record it. No OPM contract was awarded Sept. 8.
