Severance to accept $15,000 DOLA planning grant to update housing plan

Town Manager Nick Wharton told the council on Sept. 9 that the Colorado Department of Local Affairs (DOLA) offered a $15,000 planning grant to update Severance’s 2023 housing needs assessment so it complies with new state guidance and required outputs.
Wharton said state guidance had changed since the town completed its 2023 housing needs assessment, and DOLA offered additional funds to cover the updated requirements. The total estimated cost to complete the update is about $20,000; Wharton said the town has approximately $5,000 remaining in the earlier planning contract (with the consultant “heir” referenced in staff remarks) and that DOLA’s $15,000 grant plus the local funds will cover the work.
Wharton described the additional state requirements as baseline outputs — for example, households by income bands, jobs by wage, displacement risk and water‑supply information — and said staff and the consultant will produce an updated plan to align with those outputs.
Action: Council approved Resolution 2025‑36‑R authorizing the town manager to accept the DOLA grant and proceed with the update. Wharton said the consultant who prepared the original assessment would perform the update.
Ending: Staff will coordinate with the consultant and DOLA to complete the updated housing plan and return final outputs to council as part of planning and compliance reporting.
