Council advances four development measures on first reading, Stoffel recuses from some votes

The O'Fallon City Council on Aug. 18 advanced four development-related ordinances on first reading, moving matters including a final plat for a subdivision, a business-district plan and tax, and a redevelopment agreement closer to approval.
Miss Lotz read a motion to consider on first reading an ordinance approving the final plat for Posh Farms, Lots 1 through 3 on 21.38 acres; the council voted to advance that item. The council also considered, on first reading, an ordinance establishing the West Highway 50 and North Greenmount Road business district and approving that district plan, and a separate ordinance imposing business-district taxes for that district.
During consideration of the business-district items, Council Member Stoffel announced a recusal for items 8.2, 8.3 and 8.4. "I'm gonna recuse myself from 8.2, 83, and 8.4," Stoffel said.
The council also moved on first reading an ordinance authorizing the mayor to execute a redevelopment agreement with Allison Group Inc. Those motions were seconded and passed on roll-call votes; no substantive council debate was recorded during the first-reading motions.
By rule, these first readings advance the measures to further committee or a future council meeting for a second reading and final vote. No public presentations of staff analyses or fiscal impact summaries were made during the first-reading motions recorded in the meeting remarks.
