North Chicago seeks IDOT funds for Argonne Drive and two local street projects

City engineers told the Public Works Committee on June 2 that North Chicago applied for Illinois Department of Transportation funding for three local projects, with Argonne Drive listed as the highest priority at $7 million.
Steve, the city engineer, said IDOT’s notice allowed funding for local projects with the condition that engineering or construction dollars be spent within two years. “Argonne Drive being the most important one. It is a project that is being designed to IDOT standards,” he said. Staff noted phase 1 engineering is complete for Argonne and phase 2 engineering is under way, with a target letting in February 2027.
Jackson Street and Sheridan Road were submitted as Local Agency Functional Overlay (LAFO) projects. Staff said Jackson Street lacks completed engineering but is in the capital-improvement plan and can be designed and bid within a year to meet IDOT rules. Sheridan Road would include grinding the top four inches, repairing curb and gutter, and sidewalk work from the MLK intersection to the city limits near the Metro Kiss-and-Ride.
Steve said IDOT will perform an initial short review of the submittals and then request more detailed project information and financial data. Committee members asked clarifying questions about curb replacements and the timeline. No funding awards were made at the June 2 meeting; staff said they would respond to IDOT follow-up requests.
