North Chicago adopts $67.6 million FY2026 appropriation ordinance

The North Chicago City Council adopted on June 16 an appropriation ordinance for fiscal year 2026 that sets the city’s legal spending limit at $67,602,806.
Towanda, the presenter during the public hearing, explained the ordinance covers the period May 1, 2025, through April 30, 2026, and that the appropriation amount includes a 5% buffer above the adopted budget. "The appropriation amount is based off of the amount that we passed for the budget with a 5% increase on it," Towanda said.
Alderman Evans moved to approve the appropriation ordinance and Alderman Allen seconded. On roll call the motion passed with all aldermen voting aye: Aldermen Murphy, Brooks, Jackson, Coleman, Evans, Allen and Ray.
Council members asked whether the public would have an opportunity to comment; the mayor clarified that council would consider the ordinance first in the hearing. After the public hearing opened, no members of the public spoke, and the mayor closed the hearing and returned the matter to the council for a final vote.
The ordinance establishes the city’s legal spending limit but does not itself appropriate specific line‑item expenditures; Towanda said the 5% increase functions as a legal buffer to avoid exceeding the adopted budget. "It would be considered our legal spending limit or it's not to go over," Towanda said.
The council approved the ordinance by roll call and carried the motion to adopt the appropriation for FY2026.
