North Chicago issues RFP for Sheridan Crossing soil remediation; HUD, DCEO and IEPA funds available

City planning officials told the Economic Development, Planning and Zoning Committee on June 2 that the city has released a request for proposals for soil remediation at the Sheridan Crossing redevelopment site and that HUD and state funding sources are in place to support the cleanup.
Chief Jackson (city staff) said the RFP has a 45-day response window and was written to meet both U.S. Department of Housing and Urban Development requirements and the Illinois Department of Commerce and Economic Opportunity (DCEO) rules. He said the city attorney was finalizing an intergovernmental agreement to enable work with HUD.
Chief Jackson said the city also secured an additional $1 million Illinois Environmental Protection Agency (IEPA) Brownfield grant. He said DCEO funding must be expended by January 2026 and that staff will adjust scope and use eligible tipping fees up front so the city does not forfeit funds.
Questions from aldermen focused on schedule and local participation. City staff said they expect to select a bidder after the RFP window and bring a contract award back to council. When asked about the remediation duration, staff said the work is expected to take less than a year once construction begins.
No contract award was made at the June 2 meeting. City staff said they will return to the council to request contract approval after the RFP evaluation and recommended vendor selection.
