North Aurora proposes Title 8 cleanup: bans curbside storage of cans, clarifies diseased-tree enforcement

On June 2, 2025, North Aurora staff presented proposed code cleanup amendments to Title 8 that would modernize nuisance procedures and clarify enforcement for garbage/refuse, junk on private property, and weeds and diseased trees.
Nathan, a village staff member, said the draft changes remove outdated language, align definitions with current adjudication procedures and add clear, enforceable requirements. "We simplified it to say that your garbage cans, unless it's a day that it's for collection, shall not be stored in front of any street facing building facade," Nathan said. He explained the previous language required screening and caused disputes over what qualified as screened.
On weeds and trees, staff added language to address overgrown vegetation that obstructs sidewalks and to define "diseased tree" with examples such as Dutch elm disease and emerald ash borer infestation. Steve and Nathan discussed neighborhood disputes over trees and noted the village would enforce visible hazards and parkway trees under village responsibility. Marcy, identified as a code enforcement officer, said enforcement generally begins with a courtesy notice and that staff can work with residents who face financial hardship, extending compliance timelines when warranted.
Staff emphasized the amendments aim to make enforcement consistent across the village and to give code enforcement clearer tools to address repeat violations such as long-term RV or boat storage. The draft changes were presented for committee feedback; no ordinance vote or adoption occurred at the meeting.
