North Aurora trustees on May 19 reviewed a concept plan for the Coyne Veterinary Clinic, proposed for an outlot of the Woodman's shopping center off Oak Street east of Orchard. Planning staff said the single‑story, 8,500‑square‑foot clinic would include 11 exam rooms, surgical and imaging space and kennels for up to 20 animals.
"The Coyne Veterinary Clinic concept plan here is located on this lot here… The current proposal is for an 8,500 square foot building," Planner Nathan said, describing the building program and site connections. He told trustees the village code requires 23 parking spaces for the use; the applicant is proposing more than 50, which staff said exceeds the requirement. Nathan noted the Woodman's PUD requires a 50‑foot setback and the proposal meets that requirement; the use will come forward as a special use in the PUD and then through site‑plan approval.
Architect Luigi of RWE, representing the applicant, showed renderings and fielded questions about hours and operations. "Not a 24‑7 facility," Luigi said when asked about round‑the‑clock operations, adding operating hours would be typical daytime hours, roughly mornings through about 6 p.m.
Trustees asked about local market capacity. Trustee Jason said he was concerned the village already has at least two existing veterinary businesses and that a new clinic could affect local providers. Others disagreed: a trustee who lives near the proposed site said evening dog‑walking activity suggests sufficient local demand. Trustee Doug also offered support: "I like it. It looks pretty nice…fits in that area." Nathan said staff will advise the applicant on next steps to secure a special‑use permit and a site plan before the plan commission.
