Regional Birth-to-5 Initiative Introduced at North Aurora Meeting

David Quiroz, a regional manager with Birth to 5 Illinois, introduced the statewide initiative to the Village of North Aurora during public comment at the May 19 meeting. He said the program works “locally to build a stronger, more inclusive and equitable early childhood education and care system that puts families' voice at the center of policy and program decisions.”

Quiroz told the board the initiative has produced regional needs assessments, a mental and behavioral health report, and an action plan that outlines challenges and recommended steps to improve early childhood services in North Aurora and surrounding communities. He said the regional team is “working with childcare providers, local community leaders, parents, families, and caregivers” and invited board members and residents to review the reports and the program website. He added that he oversees Kane County within the State Board of Education’s regional structure and that the initiative is funded through the Illinois State Board of Education and originated from the governor’s office about three years ago.

The remarks were made during the audience-comment portion of the meeting. No formal board action was taken on the program during the session; Quiroz said he would remain after the meeting for follow-up questions and to provide reports on request.

The introduction puts North Aurora on the list of communities the Birth to 5 Illinois regional team is engaging as it develops action steps and solicits local feedback to shape early childhood policy and services.
