Village staff told the committee the agreement uses the modified AIA document A134‑2019 and would let Keeley act as construction manager to coordinate and select subcontractors for the individual projects, subject to village approval. The construction‑manager fee of $186,700 is included in the overall not‑to‑exceed amount and staff said the agreement has been reviewed by the village attorney.
Jim, a village staff member, described Keeley as a family‑owned Villa Park firm that previously completed remodels for the village and the community development project and has worked on industrial and tenant build‑outs. He told trustees that Keeley is “committed to utilizing union labor whenever possible and paying the prevailing wage as set forth by the state of Illinois.” A trustee noted Keeley used 100% union labor on prior village projects, which staff confirmed.
Staff also requested a waiver of the formal bid process so Keeley could manage all individual projects and select subcontractors, with village final approval. The board approved the resolution subject to attorney review and approval.
Staff estimated project starts this fall, with the latest start in October for the finance remodel; many projects would begin soon after approval. The agreement was approved by roll call at the village board meeting; funding was identified as available in account 440.9944‑4405. The adopted resolution is subject to final attorney review per the motion recorded at the meeting.
