Sedalia council adopts broad fee-schedule changes covering cemetery, sanitation, permits and records

The Sedalia City Council on Aug. 18 approved Bill 2025‑142, an ordinance amending the city’s fee schedule to update a range of service charges and municipal fees. The ordinance, passed in final reading, contains changes the administration recommended for cemetery lot sales and operating fees, sanitation (trash) charges, building and trade permit base fees, planning and zoning mailing costs, demolition and annexation fees, and charges for public records requests.
Why it matters: Staff told the council that long intervals between adjustments have produced a growing “gap” between the cost of providing services and the revenue recovered through fees. The ordinance is intended to reduce that gap, stabilize financing for essential services, and avoid drawing on reserve funds that finance capital projects.
Key details included in the ordinance and staff presentations: - Cemetery fees: Staff presented a proposed general increase of about 25% for many cemetery fees (lot sales, operating fees and engraving). The cemetery department reported it maintains about 35,194 graves and that current direct revenue left a substantial per-service shortfall; staff said the 25% increase will reduce but not eliminate that deficit. Officials noted increases for special event/sunday services carry higher surcharges to reflect overtime and contractor costs. - Sanitation/trash: The ordinance updates solid-waste fees and creates a usage-based structure for carts (proposed monthly charges were presented as: 35-gallon $15, 65-gallon $19.50, 95-gallon $22.50, two-cart bundle $26, plus additional-cart and elderly-discount rules). Staff said the new schedule will better align customer charges with landfill disposal costs and internal collection costs and that the changes were proposed to take effect with the first billing after Oct. 1, 2025. - Building, plumbing, mechanical and electrical permits: Staff proposed a $50 base fee for permits and a $6 per $1,000 valuation approach (to match building-permit methodology), and a $25 fee for journeyman or master plumbing certificates to reflect staff processing time. - Records request charges: The city clerk proposed raising research/duplication fees to reflect current salary and benefit costs; proposed hourly rates shown in the presentation were higher than the existing $23–$24 levels and will align charges with current personnel costs under the Sunshine Law. - Community Center fees: The ordinance removes outdated Sedalia Community Center rental rates that no longer apply.
Council and staff said the ordinance excludes proposed water and sewer rate changes (those were considered separately by the public works committee) and also excludes the animal shelter veterinary fees, which staff said will be returned for council consideration at a later meeting. The ordinance passed on final reading by roll call vote.
What staff said about timing: Staff recommended most of the amended rates take effect Oct. 1 to allow statutory and operational notice periods and to give the city time to notify customers and exchange carts where needed.
Context and next steps: Departments will monitor revenue and service demand and return to council for additional adjustments as required; staff signaled a desire to review rates annually to avoid larger jumps.
