Addison board approves series of IT, public-works and wastewater purchases totaling about $370,000

The Village of Addison board on June 2 approved a package of equipment purchases, renewals and sole‑source or single‑vendor waivers covering radio transmission gear, core network switches, website and streaming services, wastewater maintenance and several vehicle and grounds purchases.

Village staff said the items are part of planned capital improvements and routine operational renewals. The list included a Tait TB‑9408 transmitter and eight IP receivers from ABEP LLC for $45,687.33; replacement core network switches from NLogic Consulting LLC for $183,013.64; renewal of the Granicus Government Transparency Suite for $20,775.51; a website redesign/first‑year agreement with Revise LLC for $11,182; ceramic diffuser cleaning at the North Wastewater Treatment Plant by Rubicon Environmental Services for $16,600; replacement parts for the North plant belt filter press from Comline Sanderson for $27,450; a John Deere X758 Signature Series tractor and attachments for $27,466.76; and two 2025 Ford Escape vehicles totaling $61,437.

Why it matters: the purchases finance core infrastructure (radio and network equipment), routine wastewater maintenance and user‑facing services (web streaming and redesign). Several items used sole‑source or bid‑waiver justifications made by staff, which the board approved by roll call.

Most significant details: IT and radio upgrades. Mike, a village staff presenter, told the committee the ABEP transmitter and receivers are part of the village’s capital improvement and replacement plan for radio systems and that ABEP has been the vendor “for these for the last 14 years.” Mike also described the NLogic core‑switch project as “the most complicated project IT has taken over the last 7 years,” replacing eight‑year‑old equipment at the consolidated dispatch/data center that functions as the village’s “spinal cord.”

Contracts and sole‑source notes. Staff asked the board to waive formal bid requirements in several cases. The Comline Sanderson parts were presented as OEM and a sole‑source provider for the belt filter press rebuild; ABEP and NLogic swerves were presented with bid‑waiver justifications tied to continuity and technical compatibility.

Wastewater and operations work. Bridal (public‑works staff) outlined the scope for the North Wastewater Treatment Plant: Rubicon will chemically clean roughly 3,000 ceramic diffusers in six aeration basins; the belt‑filter press rebuild parts from Comline Sanderson include drums, bearings and rollers; and SNF Polydyn Inc. agreed to a one‑year extension at the same unit price for bulk liquid polymer, with a not‑to‑exceed amount of $67,000.

Website and transparency services. Don from community relations said Granicus hosts the village’s meeting video and agenda materials on addisonadvantage.org and that the proposed renewal would extend service through June 30, 2028. He also presented Revise LLC as the prior vendor (2017) and said reusing the same firm would shorten the redesign timeline because Revise “has all of our content.”

Board action and votes. The board approved each item by roll call; the record in the minutes shows the motions carried and the trustees voting yes on the listed items. Several items were reviewed and recommended by the committee earlier in the evening.

What’s next. Purchasing staff will finalize contracts and schedule implementation: IT will deploy switches and radio equipment at the consolidated dispatch/data center, the website redesign will commence with content cleanup by departments, and wastewater maintenance work will be scheduled under the approved quotations.
