Glendale Heights board approves new CivicPlus website contract to meet ADA deadline

The Village of Glendale Heights on Thursday approved an ordinance authorizing a contract with CivicPlus to redesign and replace the village website, officials said.
Village officials said the project will be a roughly nine-month implementation to build a new, more customizable site that integrates with the village finance system and online payment processors and is intended to meet required ADA web-accessibility controls by 2027. Village Administrator Doug Flint told the board the vendor proposals were solicited from “the three largest companies that do websites for government services” and that CivicPlus offered the strongest combination of customization and long-term pricing.
Why it matters: the website upgrade is intended to make routine communications and online transactions easier for residents and staff, from emergency notices to utility payments. Trustees asked detailed questions about uptime, security, contract terms and how the site will connect to the finance system.
Trustee White raised concerns about data security and noted prior breaches at website vendors, asking the administration to confirm security assurances and service guarantees. “I did find out that they had been hacked,” White said on the record and asked how the village would protect resident payment information. Flint and staff said CivicPlus provides 24/7 support and enterprise security measures; Andrea Cravens, the village’s acting finance director, confirmed the planned integration with the village’s Tyler finance software.
Board members also pressed for clarity about contract length and pricing. Officials said the contract includes a 5% price increase after two years, the site will be renewable annually with a one-year opt-out period, and additional modules can be added or removed in future budgets. Flint said credit-card payment processing will be customizable and that the new site will address a presently “clunky” system that sometimes fails to process online payments.
Action taken: the board waived first reading and adopted Ordinance 2025-25 to accept the CivicPlus proposal. The motion carried on roll call.
The village said implementation will happen in phases and that paper or door‑to‑door notices will continue for residents who do not rely on online communications.
