Gurnee adds class 13 tasting license for Cardinal Wine & Spirits

The village board approved Ordinance 2025‑62 to add one Class 13 liquor license to section 6‑56 of the municipal code, enabling Cardinal Wine & Spirits at 980 N. Route 21 to conduct beer and wine tasting events under the code’s tasting provisions. Staff said Cardinal already holds a Class 4 license; adding a Class 13 is an additional license type that permits regulated tastings subject to six code provisions. The police department performed a cursory review and reported no issues that would preclude issuance. Trustee Balmes moved the ordinance; Trustee Thorsenson seconded and the roll call recorded six ayes; the measure passed. The action increases the number of Class 4 licensees permitted to offer tastings from three to four, per the staff memo; the board did not discuss operational changes beyond the municipal code provisions that regulate tastings.
