Council approves 22‑unit Green Bay Road townhome plan with design tweaks

The City Council approved a plan development, inclusionary housing plan and related items Aug. 11 for a proposed 22‑unit, three‑story townhome development at Green Bay Road and Glenview Avenue. Council member Ross had asked staff to pull one item for discussion; staff said items 15–17 relate to the same project and recommended they be considered together. The council approved items 15, 16 (as amended) and 17 in a single vote. Council members and staff described design changes requested by council and the Plan and Design Commission, and the council approved an amendment noted earlier that adds two additional windows on the facade facing Green Bay Road. Council member Ross and others said the windows improved the elevation and pedestrian orientation. “I just wanted to thank the manager for letting us know and thank the developer for listening to the question about putting more windows on the Green Bay Road facing facade,” Ross said. Council discussion also noted that the development has relaxed setbacks in several locations compared with standard zoning, and several speakers urged careful landscaping to preserve neighborhood character; one council member recommended adding espaliers (wall‑trained plantings) or other characterful plantings along the street edge. With the amendment, the council approved the project 7–0. Staff said the approval includes the project’s inclusionary housing plan and the related resubdivision and design review approvals noted in the staff report.
