The Plan and Design Commission on July 15 voted to recommend that City Council approve a final plat of subdivision with a required variation for 2680 Western Avenue (Meyers Plat), allowing one existing lot to be subdivided into two parcels. Staff described the property as in the R-6 zoning district; the northern proposed lot will be 50.75 feet wide and the southern lot 54.75 feet, where a 50-foot minimum is required. Because the block-average lot width standard under the subdivision code is 54.6 feet, the northern lot requires a variance of roughly four feet from the average-width standard.
Planner Patrick Hoffman explained the existing detached garage is already a nonconforming structure and the subdivision would not create that nonconformity; therefore, no additional chapter 150 variation for the structure was necessary. Staff said other city divisions had no objections; one utility (ComEd) was in the review process.
Commissioners raised a retaining-wall issue: the proposed lot line appeared to cut through an existing landscape timber retaining wall. Applicant Joey Mignani told the commission the timber wall is temporary and deteriorating and said he would provide additional information to staff. Commission and staff discussed options including removal, revision, or an easement; because the applicant controls both properties, an easement could be granted. The commission adopted findings of fact recommending approval with the specific condition that the retaining-wall issue be resolved to the satisfaction of city staff prior to final action.
A roll-call vote recorded all members present in favor and the motion carried. The commission instructed staff to include the retaining-wall resolution language in the findings forwarded to council and noted potential solutions: (1) remove and rebuild the wall outside the new lot line, (2) revise the wall location, (3) grant an easement, or (4) redraw the lot line (which could require additional review).
