Board limits loud-party permit at 732 Hartfield Drive to 11 p.m.

The Northrop Village Board on Aug. 4 approved a special-event permit for a resident at 732 Hartfield Drive but amended the requested music cutoff time from midnight to 11 p.m. The permit authorizes a DJ and music in the homeowner’s garage for a Saturday event on Aug. 16.

Steve, a village staff member, explained the board typically handles only those special-event requests that would exceed the village noise ordinance limit — 10 p.m. on weekends — and that staff handles most other events administratively. The applicant requested music from 4 p.m. until midnight on Saturday, Aug. 16, and said neighbors had been invited. Staff reported they had not received neighbor feedback to the board at the time of the meeting.

Several trustees expressed concern that midnight was too late for a residential neighborhood. One trustee said, "Midnight's pretty late. I I thought I mean, I think 11 is more reasonable," and another suggested the board could approve with a restriction. A motion was made and seconded to amend the permit to set a cutoff at 11 p.m.; the board approved the amendment by voice vote. The board discussion noted the ordinance is designed to protect public well‑being and that the board may impose conditions when granting exceptions.

The permit approval is conditional on the amended cutoff time; the board did not record additional conditions in the meeting other than the revised end time. Staff said the board has the authority to restrict approvals and to revisit similar requests in future.

The record shows trustees debated neighbor invitation lists and the purpose of the ordinance; staff advised the board when an event triggers board review and when events are handled administratively by staff.
