Commission told city council will decide whether restrictive-parking changes apply retroactively

Commissioners discussed a long-running citywide proposal on restrictive parking and learned that the Webster Groves City Council asked staff for options on whether to apply new permit rules retroactively.
Chair Clark told commissioners the council did not make a final decision when it previously reviewed the Traffic Advisory Commission’s holistic proposal. Council asked staff for more information, including time and cost estimates for retroactive application and who should have standing to request retroactive relief. The city manager’s memo provides options; Clark said council will consider the memo in a September work session and that the commission should not relitigate the item at its advisory level.
Commissioners reiterated that the TAC’s original proposal applied both moving forward and retroactively. Several commissioners said they had volunteered to do implementation-related labor that could reduce staff costs. Clark said the council’s decision could adopt the TAC proposal in whole, in part, or select an alternative; until the council acts the commission should consider the advisory work complete.
No formal motion or referral to council was made by the commission at the August meeting. The commission asked staff to notify members when the council schedules the work session so commissioners can observe the public discussion.
