The Webster Groves Architectural Review Board voted June 19 to approve new construction at 116 Summit Place with a set of design conditions intended to improve façade composition and ease construction.
The board’s conditions require a consistent 5½-inch trim for typical horizontal banding and corner trim, addition of a horizontal trim piece at the gable above the garage to separate vertical and horizontal siding, shortening the front porch roof so it does not extend beyond the side wall, a 1‑to‑1½‑inch concrete perimeter between column bases and the porch edge as drawn, and a reconfigured stair window on the right-side elevation changed to 4 feet wide by 6 feet high. The board also noted two optional changes the applicant may pursue: adding a side window to bedroom No. 2 and moving one of the twin upper-floor windows to that bedroom to break up the expanse of siding visible from the street.
The conditions reflect several recurring concerns raised during the review: inconsistent depiction of trim width between the SketchUp/rendered views and the construction drawings, composition of the primary elevation along Summit Place, and detailing at transitions between vertical and horizontal siding. Board members emphasized that construction drawings should govern final installation and asked the applicant to resolve any drawing inconsistencies before permit issuance.
Grace Clapper, the property owner, confirmed one measured detail under discussion: "Yes. All of the trim is 5 and a half inches." Jackie Needham, representing the builder Lombardo, told the board the actual porch slab will be built with a turn‑down slab and said, "We will have a turn down slab, so they'll be inch and a half to 2 inches beyond that column base." That contractor clarification differs slightly from the motion language specifying a 1 to 1½ inch perimeter; the board’s motion recorded the 1 to 1½‑inch figure, and the contractor indicated the as‑built detail will be toward the larger end of that range.
Board members also encouraged the applicant to consider additional basement windows or a window in bedroom No. 2 to increase natural light and to improve exterior composition; those items were discussed as options, not requirements. The motion to approve with conditions passed by unanimous vote.
City staff and the applicants were given permission to proceed with permit submittal incorporating the approved changes. The board closed the item and continued to other business; the next board meeting was set for July 3.
