Council advances ordinance to ban parking outside McDonald’s on South Old Orchard during all hours

The Webster Groves City Council advanced an ordinance June 17 to prohibit parking at all times on the east side of South Old Orchard between Big Bend South and East Lockwood Avenue, a stretch that staff said creates a traffic backup when vehicles park near the McDonald’s.
Council member Franklin moved and seconded the first and second readings of Bill 9283, an amendment to the city traffic code. A staff member explained the change originated with a request to the Traffic Advisory Commission after school pick-up patterns shifted. “It was a request to the traffic advisory commission... they're leaving that way, and the car that is parked in Mc right in front of McDonald's backs traffic way up at the traffic light,” a staff member said.
Council members asked whether the proposed restriction covers a single space or a longer curb segment; staff said it targets the space in front of McDonald’s that was causing the backup. Council members discussed but did not adopt time-of-day restrictions, with staff noting an all-times prohibition was simpler to enforce and less confusing for motorists.
The ordinance was read for a third and final reading on a later agenda; at the work session council completed first and second readings and moved the item forward for final action.
