Green Space Commission trims budget request, keeps process to seek more funding

The Webster Groves Green Space Commission agreed to trim its budget request for the coming year to roughly the level it requested previously and discussed how to request additional funds later should work progress faster than expected.
Emily Shepherd, the council liaison to Green Space, told the commission that the group’s dollar request was “pretty close to what we had requested for the year that’s wrapping up,” and that she recommended returning to a figure similar to the prior year. Shepherd said that amount had been “like, $5,000 roughly.”
Shepherd said the commission did not spend most of its current-year allocation and that if the commission completes its planned work and needs more funding, there is a defined process: the commission can submit an amendment request to city council with a form and justification.
A commissioner asked when the budget would be voted on by council. Shepherd replied the amendment has already passed into the draft and that the council’s final budget vote is scheduled in about two weeks.
Commissioners said they would prioritize finishing ongoing projects and place some new items on hold to align workloads with staff capacity. They emphasized that completing planned work before asking for additional funds would improve the chance of receiving supplemental funding.
No formal vote to change the commission’s internal work plan was recorded during the meeting; the discussion focused on aligning the commission’s spending plan with realistic short-term deliverables and on the mechanics of supplemental funding requests to city council.
